APPROVED MEETING MINUTES

The regular meeting of the Laytonsville Historic District Commission (HDC) was called to order by the Chair, Ms. Wenger, at 7:37 p.m.  Commission Members: Wenger, Howes , Ruspi and Hendricks were present.  Member Shortley was absent

The minutes of the August 17, 2009 and September 21, 2009 meeting were approved with corrections.
 
Preliminary Statement by Chair
Was not read as there were no applications for consideration.

 

NEW  BUSINESS:

Mr. Brian Davila and his daughter Lorena provided information regarding the next phase of work to begin at Rolling Ridge.  Mr. Davila discussed the existing trees and specifically two trees, and American Holly and a Magnolia, both on the west side of the house that are encroaching on the foundation of the house.  These will be evaluated for removal. Mr. Davila was advised that a permit for removing the trees will need to be submitted to the Town.  Any significant landscaping planned for the future would need to be submitted by application to the HDC. Mr. Davila is seeking at this time to stabilize the house, currently there is climate control and electricity.  He is looking to have a tenant occupy the house in order to insure it and can work on it at the same time. Mr. Davila was advised to review the submission requirements and at his earliest convenience submit a work permit application to include as many items as could be completed within 12-18 months. Mr. Davila’s immediate concerns are the windows, the front porch and the foundation. Chairman Wenger expressed concern that there was an increase in vandalism once again.  Mr. Davila will inspect the fence and secure the doors as needed. Mr. Davila will prepare an application for possible submission in November. There is a drop off of approximately 5 feet in the location where the barn once stood.  Mr. Davila asked if it would be possible to erect a temporary fence along what remains of the wall in order to avoid anyone falling from the upper portion.

 

OLD BUSINESS:

The Tree Committee inspected the St. Bartholomew’s property and approved removal of the trees.  The Town Council has recommended that 4 trees be planted on the property as part of a reforestation requirement. 

 

ADJOURNMENT:  A motion to adjourn the meeting was made by Member Ruspi, seconded by Member Howes.  The motion was approved.  The meeting was adjourned at 8:48pm.
