The regular meeting of the Laytonsville Historic District Commission (HDC) was called to order by the Chair, Ms. Wenger, at 7:30 p.m.  Commission Members: Wenger, Howes , Prats  and alternate member Hendricks were present.  Members Shortley and Ruspi were absent.

 

Attendance : Phyllis Sterling, resident.
 

Minutes:
 
The minutes of the May 18, 2009 meeting were read and approved. Motion to accept was made by Dan Prats and seconded by Joann Howes.
 
Preliminary Statement by Chair
Was not read as there were no applications for consideration.

 

There being no new business the HDC continued discussion regarding the Knapp Amendment and comments and articles that had recently appeared in the Washington Post and Gazette. Copies have been archived upstairs.

 

The record regarding the HDC’s review of work permits submitted by the residents of Lots 5, 6 & 12 in the Rolling Ridge subdivision will be reviewed and settled at the August 4th regular council meeting.  An agreement has been reached that a resolution will be introduced and voted on that provides for a review process for the houses, including the environmental settings.

 

Mr. Aseem, owner lot 12, has not as of this date submitted a permit application for a 6’ stockade fence. A work session has been scheduled for July 21st. with the Mayor and Council

 

The HDC will recommend that prior to the Fulks South property being developed that clarification of the pre-construction grade will need to be clearly established.  It will also be important to establish review of the homes that are not within the historic district but directly impact both the Layton House and the Houck House.

 

The chair will send a letter to Mr. Davila regarding a maintenance schedule for Rolling Ridge.

 

ADJOURNMENT:  A motion to adjourn the meeting was made by Member Prats, seconded by Member Howes.  The motion was approved.  The meeting was adjourned at 8:30pm.
