LAYTONSVILLE HISTORIC DISTRICT COMMISSION

APPROVED MEETING MINUTES

September 15,2008

Roll Call:

The regular meeting of the Laytonsville Historic District Commission (HDC) was called to order by the Chair, Ms. Wenger, at 7:35 p.m. Commission Members: Ruspi, Prats, and Alternate Commission Member Hendricks were present.

Attendance:        The meeting was attended by Monica Guillen and Eric Pineda and citizen Jim Ruspi.

Minutes :

Chair Wenger apologized for not having the minutes from the August meeting prepared. The disc has been misplaced and she will look for it. Motion was made by Member Prats and seconded by Member Ruspi to table the minutes until next meeting. Motion was accepted.

Preliminary Statement by Chair

The reading of the preliminary statement was dispensed with since there were no cases on the agenda.

New Business :

Monica Guillen and Eric Pineda were invited up to the table to discuss their application for a fence on Lot 1 in Rolling Ridge. This will be a rear yard 6' stockade fence. The application has been submitted and all submission requirements met. The Chair pointed out that the rear yard is defined as the main rear corners of the house back.

The commission members were reminded of the MAHDC seminar in Brookeville and to get their registrations in as soon as possible. Currently participating are Jill Ruspi, Phyllis Sterling, Sheree Wenger and Joann Howes.

Old Business :

Chairman Wenger updated the commission on the new construction in the Rolling Ridge subdivision and the condition of Rolling Ridge. There has been little exterior maintenance to Rolling Ridge. Mrs. Wenger will contact Brian Davilla to discuss his progress. The widow's walk that has been constructed on Lot 13, it was discovered that the original drawing depicted small spindles with small fmials. The final drawing submitted with the application was as it is now. Closer examination will need to be given to these details in the future.

 

 

 

 

Member Ruspi suggested that during our review of the guidelines we should give consideration to pools and the amenities that are inevitable with the construction of the pool site.

The HDC should continue to review the Comprehensive Plan in preparation of making a recommendation on the sections dealing with the Historic District. There should be a focus on what is envisioned for the Commercial Historic area and it's viability to remain commercially zoned. Some ideas for this zone are small specialty shops and office space.

Chairman Wenger is preparing the end of the year report and will submit it to the Town Council when completed.

Chair Wenger updated the commission on the UMD preservation project. There are now 24 students in the class, which means nearly every home in the historic district is now included in the survey.

There being no further business, Member Shortley made the motion to adjourn the
meeting which was seconded by Member Prats and carried. The meeting adjourned at
approximately 8:30 p.m.
