Historic District Commission
Meeting
Minutes-January 16, 2006
The
regular meeting of the Laytonsville Historic District Commission (HDC) was
called to order by the Chair, Sheree Wenger at 7:30 p.m. Commission members Ruspi, Sterling and Techter
were present. Mayor Willard Oland and
two residents were also present.
Commission
member Techter made a motion to approve the minutes of the December19, 2005,
meeting. Second by Commission member
Ruspi. The minutes were approved as
presented.
The
Chair reported there may be delays in completion of project at 7115 Brink Rd.,
HDWP 01-04, due to health concerns of the property owner.
The
Chair proceeded with the continuance of HDWP 05-05 and called the Applicant, NV
Homes representatives David Ambrose and Joel Winters. Also present, representing Elm Street Development, Mike
Bingley. Mr. Ambrose stated he needed
to clarify some issues regarding the houses approved at the December meeting of
the HDC. Paladian style windows was
discussed and clarified. Mr. Ambrose
stated NV Homes feels it is prohibitive to include brick on all four sides of the
houses approved for brick. He was asked
to explain and reported that major steel and frame would need to be added. He requested a change to three sides brick
be approved. He indicated that home
buyers are offered several options including bay window, entertainment alcove,
morning room and family room extension.
He stated the builder would not offer the option of a deck. Mr. Ambrose was informed that the approvals
given at the December meeting was based on the plan as presented, which did not
include any options. A lengthy
discussion began on the consideration of options. Based on review of the plans and discussion Ms. Ruspi made the
following motion to approve:
Lot
1: Gibraltar Model no options allowed that would alter footprint of plan
presented
Lot
4: Gibraltar Model no options allowed that would alter footprint of plan
presented
Lot
2: Dartmouth Model Alternate 2 with siding
Lot
3: Dartmouth Model Alternate 3 with brick
Lot
13 Dartmouth Model Alternate 1 with siding
Lot
5 Dartmouth Model Elevation A with brick
All
lots within the Historic District are subject to the following restrictions; no
Paladian windows, decks, morning room extensions, bay windows, entertainment
alcoves, or three car garages. Brick
homes are approved as 3 sides brick, with home buyer option for all brick.
Second
by Mr. Techter. Motion unanimously
approved.
Discussion
continued regarding Lot 6 and Lot 12.
The HDC will review and comment on the houses suggested for these
lots. The Commission is concerned about
the relationship these homes will have on Rolling Ridge home, lane, and
Historic District, due to their close proximity to these resources. NV representatives indicated their desire to
build estate homes on these lots and presented the Monticello and Mt. Vernon
models. Commission members asked to see
other options and the NV representatives agreed to continue the discussion at a
future meeting.
Mayor
Oland will present the decisions of the HDC for Lots 1,2,3,4,5,and 13, to the
Town Council at their February meeting.
He indicated a site plan for each lot will be submitted and reviewed by
the Mayor and the HDC Chair before issuing a building permit.
Mr.
Bingley responded to inquiries regarding the engineering for lane, storm water
management, and pond in the proposed subdivision.
There
being no further business the meeting adjourned at approximately 10:00 p.m.
