Laytonsville Historic District Commission

Meeting Minutes-September 19, 2005

 

 

The regular meeting of the Laytonsville Historic District Commission (HDC) was called to order by the Chair, Sheree Wenger.  Commission members Howes, Techter and Sterling were present.  Commission member Ruspi was absent.  Also present were Mayor Oland, Council member Bennett, and Town Attorney, Stan Abrams.

 

Commission member Techter made a motion to approve the minutes of the August 22, 2005, meeting.  Second by Commission member Howes.  The minutes were approved as presented.

 

Old Business

The Chair called HDWP 01-04 7115 Brink Rd.            An extension of the completion date had been granted and the approval stipulated a review would be required in six months.  Homeowner Sidra Berman provided an update of the project.  She provided pictures of exterior lighting fixtures to be used and reported work is continuing on target.  She anticipates moving in by Thanksgiving.

 

HDWP 02-05 7119 Brink Rd.            Mr.Ludwig requested a modification to his original application for a fence.  He indicated he would like to place a wooden railing around his front porch, the height of which would not exceed the column supports.  Ms. Sterling made a motion to allow the modification.  Mr. Techter seconded.  Motion unanimously passed.

 

New Business

Consultation began concerning the proposed extension of the existing sidewalk from 7201 Brink Rd to the Elm St. Development project.  The Town is requesting the removal of a hedge in the right of way at 7201 Brink, necessary to complete the project.  The chair informed the property owner that such a project would require a work permit.  Sophia and Eckford Voit, homeowners, expressed their desire to replace the landscaping after its removal.  The placement of the plantings would be in closer proximity to the house.  The Voits also stated a desire to add additional landscaping on the east side of the house as part of the project.  They expressed their belief that the landscaping would enhance the features of the house.  Town Attorney Stan Abrams gave comments related to Section 106 of the HDC ordinance.  Council member Techter stated that it is difficult to visualize the project without plans.  It is anticipated that the homeowners will submit an application for a work permit.

 

Mike Bingley, Elm St. Development, reviewed the most recent subdivision plan for property that includes Rolling Ridge.  The discussion included the shared driveway of Lots 7,8, and 9.  That driveway being widened to 18 feet will also accommodate the Lot 6 driveway.  He also reviewed the plan for the lane leading to Rolling Ridge.  The lane will conform to a rural road standard, which does not include curb and gutters.  Commission members agreed by consensus to the plan as discussed.  Ms. Wenger will draft a letter to the Mayor and Council regarding the changes.

 

David Deal of NV Homes was introduced and he briefly discussed beginning design review for the new homes to be built in the historic district.  He provided photographs of homes NV has built in other historic districts.  NV Homes will be available to begin the architectural review process next month in anticipation of construction beginning in the spring of 2006.

 

Mr.Bingley reported that Rolling Ridge had been broken into and vandalized.  The building will be secured again in an effort to prevent more damage.  It was suggested that neighboring property owners be notified to create awareness of the problem.

 

Mr. Techter made a motion to adjourn.  Second by Ms. Howes.  The meeting adjourned at 9:20 p.m.
