Laytonsville Historic District Commission Meeting Minutes-November 15, 2004
The
regular meeting of the Laytonsville Historic District Commission (HOC) was
called to order by Chair Sheree Wenger at
7:30 p.m. Commission members Ruspi, Techter, and Sterling were present. Commission member Howes was absent. Also present
were two guests and Mayor Willard Oland.
Mr. Techter made a motion to approve the minutes of the
October 18, 2004, meeting. Second by Ms. Ruspi. Motion approved.
Old Business
The Chair
called upon Mike Bingley, Elm Street Development, and Jody Kline, attorney for
Elm Street, to discuss revisions to the proposed annexation agreement for Rolling
Ridge. Mr. Bingley responded to questions that were previously asked about existing
conditions of the house and grounds. Primarily,
those issues were trees threatening the structures and exposure to the
elements. A revised drawing of the annexation parcel was presented. The issues
and concerns previously outlined by the HOC are reflected in the revised drawing. Specifically; outbuildings on
the site are depicted and included
in the Rolling Ridge lot, trees and landscaping are included, street
circle has been realigned, lot size increased to 5.26 acres.
Already
agreed to by Elm Street is final two homes in subdivision cannot be built
unless Rolling Ridge is sold Ms. Sterling suggested
an occupancy requirement be added to the annexation agreement.
The Town will
hold a public hearing on the annexation proposal and a tentative date of
December 7, 2004, has been set.
Ms. Wenger and Ms. Sterling visited the
historical preservation office of MNCPPC for the purposes of reviewing records maintained there regarding Rolling
Ridge. Some of the supporting documentation was copied for retention by the HOC.
Ms. Wenger
forwarded a letter to the property owners of 7200 Brink Rd. Their application
HDWP 02-04, approved April 19, 2004, to add a fence, has expired. The
applicant has not met the criteria of the work permit to commence
work within six months of the approval.
A preliminary subdivision plan was presented to the town
by Natelli Communities. Copies of the plan were forwarded to the HDC. This
property is approximately 100 acres on the west side of Rt. 108. The subdivision
calls for about 56 homes. Several lots in this development would be in the
existing Historic District of the town. HDC members reviewed and discussed the
drawings presented.
Commission members discussed the need to have a bookcase
to maintain the growing library of materials. It was moved by consensus to ask
the Town to purchase a four shelf bookcase.
There being no further business the meeting adjourned at
approximately 9:00 p.m.
