Meeting
minutes of Town Council Work Session on June 17, 2003
As
reviewed, approved, and accepted by the Town Council on July 1, 2003
Mayor Charles T. White opened
the Work Session at 7:30 p.m. at the Town Hall. Council Members Frank Bennett,
and Tom Wilkinson were in attendance.
Council Member Dave Preusch arrived at 8: 15 p.m. Council Member Charles Bradsher was
absent. Mayor-Elect Charles W. Oland,
Attorney Stan Abrams, and Planner Stan Benning were also in attendance. The Clerk and the Treasurer were present. There were 10 citizens present.
Review of Town’s Filing Fees
Schedule: The Town’s
subdivision fees structure and proposed filing fees were discussed. Mayor-Elect Willard Oland pointed out that
if expenses exceed the minimum as it relates to subdivision fees, the applicant
would be billed for the excess.
The Town’s current filing fees and proposed filing fees were discussed. Several categories were reviewed and the attached chart was approved for submission to the regular Town Council Meeting on July 1, 2003. Stan Benning will obtain Reforestation Fee information for consideration by the Mayor and Council.
Stan Abrams pointed out in the
Zoning Ordinance, any citizens can ask for a Text Amendment to be introduced;
normally, the Mayor and Council would submit.
Therefore, a filing fee should be considered for Text Amendment
submission. A fee should also be
considered for any Master Plan Amendments.
Therefore, the Zoning Map Amendment fees and the Master Plan Amendment
fees were added to the fee chart. These
fees are incurred only when a property owner submits an application.
Review of the Town’s
Comprehensive Plan: Stan
Benning reviewed the Town’s Land Plan.
This Plan will be introduced at the July 1 meeting. The R3 zoning of two parcels (Stadler and
Natelli Communities) will be conducted at the same Public Hearing date.
Natelli Communities: Stan Benning has reviewed the plan and has
prepared recommendations. See
attached. Items of interest: plan for a right-of-way for the Route 108 By
Pass should be dedicated to the Town.
There will be 33 acres of green space.
Stan Abrams recommended that a Homeowners Associations own the green
space and the Town should reserve the right of a non-exclusive easement. Stan Benning recommended all streets have
curb, gutter, street lights, street
trees and sidewalks. It was agreed that
sidewalks should be included only on one side.
It was also agreed that a landscape plan will be submitted before any
construction. Ownership of any
stormwater management ponds was agreed to allow Montgomery County to
administer. Tom
Natelli asked that the Mayor
and Council keep an open mind regarding the 26 foot wide road at Brink
Road. Beyond that, Mr. Natelli was
satisfied with Stan Benning’s suggestions.
Scott Demler will amend Preliminary Plan to include the discussed
changes. An extension may be required
to review all changes. Mr. Natelli
would be agreeable to an extension.
