Work Session Meeting minutes of the Town Council
Work Session on June 26, 2007
As reviewed, approved and accepted by the Town Council on July 3, 2007
Mayor Oland opened the Work Session at 7:38 p.m. Council Members Frank Bennett, David Preusch and Tom Wilkinson were present. Council Member Charles Bradsher was absent. The Clerk was present.
Mayor Oland stated that the purpose of the Work Session was to discuss the motion made at the June 5, 2007 regular Town Council meeting that would transfer the Historic District Commission into an Advisory position. A memorandum from Stan Abrams, Counsel to the Town, dated 6-23-07 was reviewed.
Mayor Oland discussed these points:
1. The Town should retain the Historic District
2. The Town should retain the Historic District Commission
3. All properties within the Historic District would remain resources and the Town would identify properties as either contributing or non-contributing resources
4. Rescind current HDC Guidelines and re-draft Guidelines to submit to Mayor and Council for approval
5. Amend the Zoning Ordinance to comply with Paragraph 8.06 (a) 2 of Article 66B that the HDC Guidelines include: “Identification of categories of changes that are so minimal in nature that they do not affect historic, archeological or architectural significance and require no review by a historic district commission”
Council Member Frank Bennett suggested eliminating the HDC review of non-contributing resources.
Mayor Oland recommended that the Mayor, Chair of the HDC and a resident of the Town act as an approval committee for non-contributing resources in the Building Permit process.
Contributing Resources include: Ayton-White House(7011 Brink Rd); Joseph Higgins (21606 Laytonsville Rd – Shortley); Layton House (7000 Brink – Wilkinson); Rolling Ridge (21728 Rolling Ridge La.); Temperance Hall (6920 Sundown Rd); Weeks House (21601 Laytonsville Rd); Griffith-Weeks House (21415 Laytonsville Rd).
Council Member David Preusch suggested that an emergency clause be included in the re-drafted Guidelines that would include situations of a public safety nature.
New home construction within the Historic District was discussed.
The Mayor closed the Work Session was adjourned at 8:45 p.m.
