Work Session Meeting minutes of the Town Council Work Session on April 18, 2006

As reviewed, approved and accepted by the Town Council on May 2, 2006

 

 

Mayor Oland opened the Work Session at 7:30 p.m.  Council Members Frank Bennett and Tom Wilkinson were present.  The Clerk was present. Mr. Stanley Benning, Town Planner, was present. There were three individuals present.

 

Rolling Ridge Subdivision (Jones Farm):

 

Review of Record Plat:   Mayor Oland reported that the Rolling Ridge record plat had been received on April 17, 2006 from CPJ Associates.  Items for discussion included:

 

1.      Lot #8 does not have the proper set-back for the driveway;

2.      Council Member Bennett noted that the record plat FOR Lots 6 through 9, 14 and Parcel B, Block A, does not indicate the boundary line between the annexation boundary and the old corporate Town limits;

3.      Stan Benning noted that the Residential Historic zone is not properly designated (Mike Bingley reported that CPJ will correct);

4.      Stan Benning wants a blanket grading easement on both sides of the dedicated Route 108 Bypass; (Mike Bingley reported he was not certain that this easement can be shown on the record plat and may in text form or a separate document);

5.      Mayor Oland noted that there is a landscape scenic easement on Lot #6 as 158 x 35’.

 

Mayor Oland reported that if these items are revised and a new record plat submitted, that record plat can be reviewed at the regular Town Council meeting on May 2, 2006.

 

Rolling Ridge (Jones Farm) House Numbers:  Mayor Oland reported that house numbers for the proposed Rolling Ridge subdivision had been received from Maryland National Capital Park & Planning.  It is his recommendation that the house numbers should follow the driveway entrance.    Mayor Oland further reported that he had contact Montgomery County Sanitation & Recycling and that they feel that picking up trash at the shared driveway point is acceptable.  A 6” asphalt level at the turnarounds for trash trucks was discussed and should be required on the site plan.

 

Mike Bingley wanted clarification as to what point the record plat could be approved and recorded.  Mayor Oland indicated that if the revised record plat, to include the items discussed at this meeting were included, the plat can be reviewed at the next regular Town Council Meeting on May 2, 2006. 

 

Phyllis Sterling noted that the record plat should reflect Rolling Ridge Lane; not Rolling Ridge Drive.

 

Montgomery County Requirements – Improvements to Brink Road at Rolling Ridge Subdivision:  A discussion of the remarks from Montgomery County ensued.  Mayor Oland requested that Stan Benning draft a letter that would include the Town’s requirements:

 

1.      A 5’ concrete sidewalk along Brink Road frontage

2.      Curb and gutter parking bays on Brink Road with curb openings to drain them

3.      Rolling Ridge Lane sidewalk cannot extend around the cul-de-sac.

4.      The typical section for Rolling Ridge Lane has been approved by the Town and is shown on the preliminary plan, was reviewed and approved on the grade establishment plan by MCDPS and may not be changed.

5.      Town does not object to out-falling the runoff from Brink Road to the ditches on Rolling Ridge Lane as shown on the storm drain and paving plans previously submitted to MCDPS

 

Stan Benning recommended sending a copy of the marked up plans of the Subdivision Plan to MNCP&P as a courtesy.

 

It was discussed that ElmStreet Development could have infiltration along Rolling Ridge Lane and partially in the right-of-way adjoining Rolling Ridge Lane.

 

WSSC Water Tower:  The Mayor reported that design submittals for the proposed elevated water storage tank had been received from WSSC.   It was noted that no antenna or antenna mounts should be on tower. 

 

Stan Benning has reviewed the design submittals and noted that the plan should reflect:

 

1.      The roadside ditches on both sides of the proposed driveway should be removed

2.      WSSC should restudy the grading plan to reflect the minimum disturbance to the site.

3.      WSSC should identify a new Limit of Disturbance.

4.      WSSC should locate and identify and give the diameter of all three 8” and greater that lie within the area to be disturbed and 50’ beyond it.

5.      WSSC should consider adjusting the plan to limit disturbance to any trees 24” or greater.

6.      The pavement of Warfield Road should be widened to 18’ from the existing center line.

7.      Curb, gutter, sidewalks and street trees should be added along the entire Warfield Road frontage.

8.      WSSC should show a 10’ wide PUE along the frontage of Warfield Road.

9.      WSSC should restudy grades as the driveway enters Warfield Road to reflect the requirements of the closed section for that public street.

10.  WSSC should add necessary storm drainage facilities.

11.  WSSC should show the height of existing trees and the maximum height of the proposed structure.

 

The two tower designs were reviewed and the P-3 Water Sphere Option was the most popular.  The tower should reflect “Town of Laytonsville” on the north and on the south sides of the tower. 

 

Mayor Oland thanked everyone for attending.
