Work Session Meeting minutes of the Town Council Work Session on

April 19, 2005

As reviewed, approved and accepted by the Town Council on May 3, 2005

 

 

Mayor Oland opened the Work Session at 7:30 p.m.  Council Members Charles Bradsher, Frank Bennett, and Dave Preusch were present. Council Member David Halperin was absent.  The Clerk was present.  There were 3 citizens present.

 

Review of the Comprehensive Land Plan: 

 

 

The purpose of the Work Session was to continue the review of the Comprehensive Land Plan.  Council Member Dave Preusch has submitted a draft of language regarding annexation policy for inclusion in the draft of the Comprehensive Plan.  Most of the points were obtained from the Municipal Research & Service Center of Washington (MRSC).

 

Mayor Oland had requested Eric Wenger review Article 66B of the Annotated Code with regards to recommendations for the identification and designation of areas of critical State concern.   This review particularly pertains to sensitive environmental areas.  Mr. Wenger submitted a draft for the Mayor and Council to review.  The materials were derived from “Models and Guidelines for Managing Maryland’s Growth.”

 

Stan Benning, the Town Planner, mentioned that most of these requirements are usually covered in the Forest Conservation study.  Mr. Benning further recommended that a clause which would express that this designation of sensitive environmental areas of critical concern to the State is tentative and is subject to detailed review. 

 

 

 

Resident Phyllis Sterling made several recommendations for addition/deletions/changes which will be incorporated into the draft for further review by the Mayor and Council. 

 

The submissions from this Work Session will be incorporated into another draft of the Comprehensive Plan for review by Counsel Stan Abrams and then by the State of Maryland.
