Work Session Meeting minutes of the Town Council Work
Session on
March 1, 2005
As reviewed, approved and accepted by the Town Council
on April 5, 2005
Mayor Oland opened the Work
Session at 8:10 p.m. following the adjournment of the regular Town Council
Meeting. Council Members Charles
Bradsher, Frank Bennett, Dave Preusch and Dave Halperin were present. The Clerk was present. There were 7 citizens present.
Review of the
Comprehensive Land Plan: Mayor Oland continued the review of the
Comprehensive Plan and noted that any reference to the Rolling Ridge Annexation
should reflect the fact that the annexation had been approved.
Mayor Oland further noted
that any reference to Natelli Communities should properly reflect the name of
the owner as Laytonsville Communities, LLC and the subdivision as “Fulks
South”.
Mayor Oland noted that on
page 5 regarding visions, the Section of Article 66B should be Section 1.01 and
Section 3.06 (b).
Council Member Dave Halperin
noted that the need for the re-alignment of Route 108 should be more definitive
to reflect population growth; change in economics and that the by-pass and
re-alignment of Route 108 should be completed by the year 2020.
A discussion followed
regarding the permitted use of “non-owner occupied special exceptions.” It was agreed by consensus that the language
should be removed from page 14 as it relates to Historic District.
It was further noted that the
vision statement prepared by Eric Wenger should be included in the final draft
and that page 3 (of 24) reflecting designated historic houses registered should
be deleted and that only the “Layton House” and “Rolling Ridge” should remain.
Eric Wenger presented a copy
of the MRSC (Municipal Research & Services Center of Washington) document
regarding annexation and suggested that the Mayor and Council review the
highlighted items opposing and approving annexation. Mayor and Council will review before next discussion of
Comprehensive Plan.
Review of Proposed Draft
of Town Charter: Resident Brendan Deyo expressed concern in
that the development of the Town does not reflect any natural linkage between
communities. Mr. Deyo also recommending
the placement of some balancing features on how the Town reviews the
condemnation process outlined in the Charter.
Mr. Deyo’s comments were sent to the Town via email and have become part
of the record for the review of the Proposed Draft of the Town Charter.
Further discussion of the
Proposed Draft of the Town Charter will be in the General Discussion portion of
the April 5, 2005 regular Town Council Meeting.
Mayor and Council agreed by
consensus that there will not be a Work Session on March 15, 2005.
The Work Session was
adjourned at 9:10 p.m.
