Work Session Meeting minutes of the Town Council Work
Session on
February 15, 2005
As reviewed, approved and accepted by the Town Council
on March 1, 2005
Mayor Oland opened the Work
Session at 7:30 p.m. Council Members
Charles Bradsher, Frank Bennett and Dave Halperin were present. Council Member David Preusch was
absent. The Town Planner and the Clerk
were present. There were 8 citizens
present.
Review of the
Comprehensive Land Plan: Eric Wenger, Chair of the Citizens Advisory
Board, continued the review of the draft Comprehensive Land Plan starting at
page 10. Mr. Wenger submitted a new
Vision Statement to be included in the Comprehensive Land Plan. Mr. Wenger commented that any map that has
relevance to the Comprehensive Land Plan should be included.
It is now up to the Mayor and
Council to review and approve or make deletions to the draft submitted by the
Citizens Advisory Board. Mayor Oland
commented how pleased he and the Council were with the draft and thanked Mr.
Wenger for his and the Board’s efforts.
Final comments will be reviewed at the Work Session that will follow the
regular Town Council meeting on March 1, 2005.
OMF, Inc. (Willow Lane
Apartments): Mayor Oland introduced Oscar Flores and Will
Gonzalez, the new owners of the Willow Lane Apartments (Parcel 200). A discussion about the possibility of
converting the apartments to senior housing or requesting a change in zoning to
commercial zoning followed. Mr. Benning commented that this was the perfect
forum
for this discussion since the
Comprehensive Land Plan was being reviewed and if a change in zoning was
requested and not included in this review, any change could have to be
submitted in the next revision. (Two exceptions: error or change in neighborhood.) Jean Fling, Realtor, met with Montgomery County Well & Septic
recently and discussed the septic requirements.
Mayor Oland questioned the
Council to see if any Council Member would entertain including this Parcel
(Parcel 200) as commercial zoning in the draft review of the Comprehensive Land
Plan. It was unanimous not to include
this request for a change in zoning in the Comprehensive Land Plan.
If a request is submitted to
approve units as senior housing, it would require a zoning change application
(to multiple unit zoning) and then a special exception application (for senior
housing).
Review of Red-Lined Draft
of Charter: Mayor Oland reported that one resident’s written comments had
been received and would become part of the record. Mayor Oland requested Town Counsel, Mr. Abrams to clarify the
written comments and a memo from Mr. Abrams was distributed to Council
Members.
Mr. Benning commented that in
reviewing the draft Comprehensive Land Plan as submitted by the Citizens
Advisory Board, he would make a recommendation that the Mayor and Council
consider including a maximum expansion limit for future annexation
requests. Mayor Oland requested that
Mr. Wenger consider this information and discuss at the Work Session that will
follow the March 1, 2005.
Mr. Benning also commented
that the Mayor and Council should consider recommendation for each and every
property thereby voiding any claim of error.
Minutes should reflect this function.
