Meeting minutes of Town Council Meeting with the
Historic District Commission on January 17, 2005. As reviewed approved and accepted by the Town Council on February
1, 2005
The joint meeting of the
Mayor and Town Council was held on January 17, 2005. The Historic District Commission was called to order by Chair of
the Historic District Commission, Sheree Wenger at 7:30 p.m. The Council was
called to order by the Mayor at 7:30 p.m.
The Mayor, Council Members Frank Bennett, Charles Bradsher and David Halperin
were present. Council Member David Preusch was absent. The Clerk was present. There were 10 citizens present.
Mrs. Wenger reported that
this meeting was a joint meeting of the
Historic District Commission and the Mayor and Council for the purpose of
considering the disposition of the two outbuildings on the Town Hall’s
property.
Before proceeding, Mayor
Oland presented representatives of Boy Scout Troop 759 with a Proclamation from
the Town for their community service performed at the residence of Council
Member Charles Bradsher on December 11, 2004.
Major Bradsher was deployed to Iraq and the Scouts assisted in leaf
raking and removal of leaf/yard/debris from this residence. Mayor Oland also presented a Town of
Laytonsville silver medallion to Troop 759.
Council Member Charles Bradsher presented the Troop with an Operation Iraqi
Freedom coin.
Mayor Oland reported that in
a recent insurance review by Local Government Insurance Trust, the
deteriorating condition of the two outbuildings were cited as a liability and
as a safety hazard. Mayor Oland wished
to explore the possibility of the demolition of these two buildings for the
purpose of including monies in the

Council with the HDC
budget process which the Town
will soon undertake. Mrs. Wenger
responded that the Historic District Commission cannot advise until an HDC Work
Permit Application was received.
After discussion, it was
determined that an evaluation of the structural soundness of the buildings for
some type of preservation was in order.
Phyllis Sterling commented on the significance of outbuildings in the
Town itself.
Mrs. Wenger will contact
Scott Whipple of the Maryland Historical Trust for a recommendation for someone
regarding the evaluation.
Mayor Oland requested that
$5,000.00 be allocated for the 2005-2006 budget plan.
Phyllis Sterling, member of
the Historic District Commission, noted that the in the approved December 7,
2004 regular Town Council Meeting minutes, that the record indicated that the
Historic District Commission “recommended” that the Berman house be moved
farther from the road but within the original footprint. The minutes should reflect “suggested”
instead of “recommended”. Minutes will
be submitted for consideration by the Mayor and Council at their February 1,
2005 meeting.
Mayor Oland closed the Mayor
and Council portion of the joint meeting with the Historic District Commission
at 8:00 p.m.
