Work Session Meeting minutes of the Town Council Work
Session on June 1, 2004
As reviewed, approved and accepted by the Town Council
on July 6, 2004
At the conclusion of the
regular Town Council Meeting on June 1, 2004, the Mayor opened a Work Session
at 8:02 p.m. Council Members Frank
Bennett, Charles Bradsher, David Preusch and Tom Wilkinson were present. Council Member-Elect David Halperin was
present. The Clerk and Treasurer were
present. There were five citizens
present.
Mr. Pete Stadler, representing
Laytonsville Nurseries, Inc. reported that water tests have been completed in
conjunction with the pre-preliminary plan of subdivision submitted by
Laytonsville Nurseries. The engineers
will soon start perc tests. Mr. Stadler
wanted to receive general ideas from the Mayor and Council regarding the layout
of the 50 lots represented on the pre-preliminary plan which was distributed at
the Work Session.
Council Member David Preusch
questioned whether Montgomery County would approve access to the proposed subdivision
through Golf Estate Drive. The
extension of roadways is a logical connection and Mr. Dick Witmer, Engineer,
reported that Montgomery County had approved access.
Walkways to connect the
proposed development to the Town were discussed.
Council Member Bennett
reported that he cannot approve any pre-preliminary plan until access through
Maple Knoll Drive is made a part of the pre-preliminary plan. Council Member Bennett would also like
sidewalks installed throughout the development but especially along Sundown
Road.
Council Member Preusch
suggested that the Town could buy the vacant lots (2) at Second and Sundown and
make the lots into a community gathering place and extend the open space as
proposed in the pre-preliminary plan.
Access through the development to the current Maryland National Capital
Park & Planning park in Sundown was discussed. Mr. Stadler reported that Laytonsville Nurseries only needed
permission from MNCP&P to remove a fence to allow access.
Council Member Bennett noted
that a drainage ditch should be considered on Lot 15 of the pre-preliminary
plan. Council Member Preusch noted that
regarding stormwater management both quality and quantity must be
considered. Mr. Witmer reported that he
has not developed stormwater management plans as of yet.
Council Member Charles
Bradsher made the motion to adjourn the Work Session. Council Member David Preusch seconded. The Work Session was adjourned at 8:30 p.m.
