Meeting minutes of Town Council on December 1, 2009
As reviewed, approved, and accepted by the Town Council on January 5, 2010
Mayor Oland called the regular Town Council meeting to order at 7:34p.m. Council Members Jim Ruspi, David Preusch, Charles Bradsher and Dan Prats were present. The Clerk and the Assistant Treasurer were present. There were two citizens present.
The minutes of the regular Town Council Meeting on November 3, 2009 were approved as submitted.
Treasurer’s Report: Assistant Treasurer Brad Taulbee reviewed the Profit and Loss Report for the month of November, 2009: total income for the month of November was $22,755.00. Property tax in the amount of $21,638.00 was received. Major expenses for November, 2009 were $2,832.00 for Waste Collection; Grounds maintenance in the amount of $1,461.00; Legal in the amount of $1,942.00; and Payroll in the amount of $1,549.00. Total net income for the month of November, 2009 was $3,306.00. Looking at the Balance Sheet for the month of November, 2009, the fund balance for the general fund is $359,495.00; for the CIP account, the balance is $108,327.00; and the balance for the fixed assets fund is $493,938.00. The total fund balance for the Town of Laytonsville for the month of November, 2009 is $961,760.00
Council Member Dan Prats made the motion to approve the Treasurer’s Report for the month of November, 2009 subject to audit. Council Member Charles Bradsher seconded. Unanimously approved.
Discussion/Action:
Rules for Public Information Act Requests: Mayor Oland noted that Stan Abrams, Town Counsel, had prepared a draft of Rules for Public Information Act Requests in compliance with Paragraph 10-613 (b) of the Maryland Public Information Act. The draft was distributed for review. Action will be taken in January.
El Almendro Clinic: Mayor Oland acknowledged a letter from St. John Neumann Church for the donation from the Town’s picnic to the El Almendro Clinic in the amount of $3,820.00. Father LaHood noted that a large collection of wheel chairs, walkers, canes and other medical supplies were purchased with the funds.
Goshen Enterprises, Inc. – Annual Maintenance Contract Proposal: Mayor Oland reviewed the proposal from Goshen Enterprises for the 2010 year and noted that it was basically the same as the previous three years.
Tree Lighting at Town Hall: Mayor Oland noted that the Tree Lighting was on December 12, 2009 starting at 6:30 p.m. and all are welcome.
Easement from St. Paul Methodist Church: The Town wrote a letter in November to Rev. Pugh requesting access from the Rolling Ridge pond to Route 108 by an easement of 10 or 12’ across the northern portion of the church’s property.
Safety Inspector – January – March 2010: The Safety Inspector for January – March 2010 will be Council Member Charles Bradsher.
Work Session – December 15, 2009: The Work Session has been cancelled.
WSSC Update: Mayor Oland distributed an update from Kathy McGinnis dated December 1, 2009. A copy of this update will be distributed to residents with the November 3, 2009 approved minutes.
Action:
Goshen Enterprises – Annual Maintenance Contract 2010: Council Member Jim Ruspi made the motion to approve the proposal from Goshen Enterprises for the annual maintenance for 2010. Council Member Dan Prats seconded. Unanimously approved.
Council:
Council Member Jim Ruspi inquired as to how much has been expended in requests related to the Public Information Act requests. Mayor Oland stated that expenses have been reimbursed.
Citizens:
Council Member Dan Prats made the motion to adjourn the regular meeting at 8:23 p.m. Council Member David Preusch seconded. Unanimously approved.
