Meeting
minutes of Town Council on July 1, 2008
As
reviewed, approved, and accepted by the Town Council on August 5, 2008
Mayor Oland called the regular Town Council meeting to
order at 7:33 p.m. The Council Members, Frank Bennett, David
Preusch and Charles Bradsher, were present.
Council Member-Elect Jim Ruspi was present. The Clerk and Treasurer were
present. There were sixteen citizens
present.
The
minutes of the regular Town Council Meeting on June 3, 2008 were approved as
submitted.
Treasurer’s Report: Reviewing the Profit and Loss Report for the
month of June, 2008: total income for the month of June was $27,291.00, which
includes Income Tax in the amount of $23,965.00. Major expenses for June, 2008 were $2,734.00 for Waste Collection; Grounds Maintenance in the amount
of $1,690.00; Legal in the amount of $2,185.00. Total net income for the month of June, 2008 was $11,876.00. Looking at the Balance Sheet for the month of
June, 2008, the fund balance for the general fund is $321,704.00; for the CIP
account, the balance is $102,945.00 and the balance for the fixed assets fund
is $383,938.00. The total fund balance for the Town of Laytonsville for
the month of June, 2008 is $808,587.00.
Council Member Frank Bennett made the motion to
approve the Treasurer’s Report for the month of June, 2008 subject to
audit. Council Member Charles Bradsher
seconded. Unanimously approved.

Prescriptive Easements: Mayor Oland introduced Ramona
Davis, Project Manager for the WSSC Town of Laytonsville Water Main
Project. WSSC was notified that Town
roads had not been dedicated and that a review of all of the properties on
Route 108 would have to be completed before WSSC can proceed. Property owners on Route 108 own to the
center line of the road and easements need to be obtained from each property
owner. The survey to check metes and
bounds will probably be completed by the end of October. The August 1, 2008 deadline for permit applications
to be submitted by residents has been changed to October 1, 2008.
Mayor
Oland distributed the design of the water storage tank.
Town Hall – Removal of
Trees: Mayor Oland submitted the Town’s Tree
Removal application. It has been
recommended by members of the Tree Committee that the large maple in the front
of the Town Hall be removed as well as the two walnut trees at the rear of the
Town Hall and the Norway Maple on the fence line of the parking lot. Another
maple tree to the south of the Town Hall should be trimmed and cabled.
Boy Scout Troop 1323
Proclamation: Mayor Oland presented the Troop with a
Proclamation from the Town thanking them for their beautification of the Town
Hall project. Scout Master Rick
Manteuffel thanked the Laytonsville Garden Club, Pete Stadler, Sheree Wenger
and St. Bartholomew’s Ladies Guild.
Rolling Ridge Subdivision: Mayor Oland reported that the Deed to Parcel B (pond) is in the
process of being recorded. The Access
Easement – Parcels C and D - is being
reviewed by Town Counsel.
Proposed Ordinance to Adopt
Chapter 31 – Montgomery County Code (Traffic and Parking): Mayor Oland introduced the proposed Ordinance to amend Ordinance
#01-04. The Town is making arrangements
with Montgomery County to enforce ticketing and parking. The hearing will be held August 5, 2008.
Work Session July 15, 2008: The Mayor and Council have cancelled the Work Session scheduled
for July 15, 2008.
Warfield Road/Route 108
Round-about: Mayor Oland reported that the latest SHA round-about
plans were received July 1, 2008.
Town Picnic: Mayor Oland reported that the Town Picnic will be held on
Saturday, September 20, 2008. The first
planning meeting will be held on July 8 at 7:30 p.m. at the Town Hall
Action:
Town Hall – Removal of
Trees: Mayor Oland made the motion to remove the trees as recommended
and to donate the trunks of the walnut trees to Stan Benning. Council Member Dave Preusch seconded. Unanimously
approved.
Council:
Council Member David Preusch noted that the Welcome
Sign on the South entrance to the Town was leaning. Pete Stadler will advise WSSC when their pipeline is being
installed that the signage should be re-set.
Council Member-Elect Jim Ruspi noted there were no
flags displayed on the poles on Brink Road.
Citizens:
Eric Wenger noted that the trees on Route 108 need to
be pruned; the trees on Sundown Road should also be trimmed.
Council Member David Preusch made the motion to
adjourn at 8:15 p.m. Council Frank Bennett seconded. Unanimously
approved.
