Meeting
minutes of Town Council on May 6, 2008
As
reviewed, approved, and accepted by the Town Council on June 3, 2008
Vice President Frank Bennett called the regular Town Council
meeting to order at 7:32 p.m. The Council Members, David Preusch, Tom
Wilkinson and Charles Bradsher, were present.
The Clerk and Treasurer were present.
There were ten citizens present.
Mayor Oland was absent
The
minutes of the regular Town Council Meeting on April 1, 2008 were approved as
submitted.
Treasurer’s Report: Reviewing the Profit and Loss Report for the
month of April, 2008: total income for the month of April was $10,259.00.00, which
includes Licenses in the amount of $7,832.00. Major expenses for April,
2008 were $2,734.00 for waste collection.
Total net income for the month of April,
2008 was $3,739.00. Looking at the
Balance Sheet for the month of April, 2008, the fund balance for the general
fund is $299,777.00; for the CIP account,
the balance is $99,893.00 and the balance for the fixed assets fund is
$383,938.00. The total fund balance for the Town of Laytonsville for the
month of April, 2008 is $783,608.00. The Treasurer made note that the 2008-2009 Budget had been
adjusted to conform the line items to the actual dollar amounts.
Council Member Tom Wilkinson made the motion to
approve the Treasurer’s Report for the month of April, 2008 subject to
audit. Council Member Charles Bradsher
seconded. Unanimously approved.
Discussion/Action Items:
Election Results:
Vice President Bennett
reported that the Election results were as follows: Charles Bradsher: 25 votes; Jim Ruspi: 28 votes; Tom Wilkinson:
22 votes. Congratulations to Charles
Bradsher on his re-election and to Jim Ruspi on his election as a Council
Member. Vice President Bennett thanked
Tom Wilkinson for his many years of service to the Town as a Council Member.

Town Parade: Vice
President Bennett announced that the Town Parade will be held on May 17, 2008. The theme is “Laytonsville Salutes the Armed
Forces.” Route 108 will be closed from
Brink/Sundown to Maple Knoll Drive and Sundown at Second Street from 11:00 a.m.
until 2:00 p.m. Parking is available at St. Paul Methodist Church Parking Lot,
Morningstar Community Church and on 2nd Street.
Complete Plant Health Care
and Maintenance/Complete Lawn Care: Vice President Bennett thanked the Wengers
for again this year treating the Town Hall grounds.
Scout Service
Project: Vice President
Bennett introduced Rick Manteuffel, Troop 1323 who reviewed the proposal for a
Scout Service Project at the Town Hall.
The project would include preparing a flower bed in front of the
boxwoods at the Town Hall.
WSSC Meeting: Vice
President Bennett reminded the meeting that an informational meeting will be
held at the Laytonsville Volunteer Fire Department on Thursday, May 15, 2008 at
6:30 p.m. Resident Phyllis Sterling
noted that mailings were to have been sent to every household by WSSC and that
some had not been received.
Laytonsville District
Volunteer Fire Department: A Certificate of Appreciation to the Town of
Laytonsville was presented to Mayor Oland at the 54th Annual Banquet
of the LVFD
Work Session: The Mayor and Council have cancelled the Work Session
scheduled for
May 20, 2008.
Action:
Scout Service Project: Council Member David Preusch made the motion
to approve the proposal presented by Scout Troop 1323 to prepare and plant a
flower bed at the Town Hall. Council
Member Tom Wilkinson seconded. Unanimously approved.
Council:
Council Member David Preusch discussed the
construction and widening of Route 124 between Route 124 and Fieldcrest
Road. This should have a positive
impact on traffic.
Council Member David Preusch also asked about the
proposed round-about at Warfield Rd and Route 108. Vice President Bennett said he had visited Macris, Hendricks and
Glascock and the round-about was in the works.
Vice President Bennett noted that Montgomery County
police had set up radar again at Maple Knoll Drive.
Citizens:
Sheree Wenger noted that at the last regular Town
Council meeting the Historic District Commission had presented a copy of a
letter to NV Homes approving the two Remington models as additions to the
inventory of homes to be built at Rolling Ridge.
Phyllis Sterling noted that the grass needs to be cut
at the historic Rolling Ridge house and the vacant lots at Rolling Ridge. She also noticed that the security fencing
around the historic house needs to be reviewed.
Mrs. Sterling also noted that the Election sign was
not displayed this year and that perhaps another sign could be commissioned as
she felt the sign encouraged voting.
Mrs. Sterling also noted that a gentleman was using a
metal detector on the Town Hall grounds and she noted that there had been some
mail box vandalism in the Town.
Council Member Tom Wilkinson noted that the Town
should be more active in addressing the flow of traffic on Route 124 from the 6
lanes going into two lanes. He
recommended a round-about. Council
Member Wilkinson inquired into the Town’s position on noise.
Council Member Tom Wilkinson made the motion to
adjourn at 8:15 p.m. Council Charles Bradsher seconded. Unanimously
approved.
