Meeting minutes of Town Council on March 4, 2008          

As reviewed, approved, and accepted by the Town Council on April 1,  2008

 

 

Mayor Oland called the regular Town Council meeting to order at 7:40 p.m. following the Public Hearing to consider the 2008-2009 Proposed Budgets.   The Mayor and Council Members Frank Bennett, David Preusch, Tom Wilkinson and Charles Bradsher, were present.  The Clerk and Treasurer were present.  There were ten  citizens present.

 

The minutes of the regular Town Council Meeting on February 5, 2008 were approved as submitted

 

Treasurer’s Report:    Reviewing the Profit and Loss Report for the month of  February, 2008: total income  for  the month of  February was  $22,695.00,  which  includes income tax in the amount of $17,513.93; Permits and Fees in the amount of $1,119.32 and Property taxes in the amount of $1,715.64. Major expenses for February, 2008 were  $2,733.87 for waste collection; and $600.00 for Consultants.  Total net income for the month of February, 2008 was $16,004.00.  Looking at the Balance Sheet for the month of February, 2008, the fund balance for the general fund  is $307,910.00; for the CIP account, the balance is 95,876..00 and the balance for the fixed assets fund is $383,938.00.  The total fund balance for the Town of Laytonsville for the month of February, 2008 is $787,725.00.

Council Member Frank Bennett made the motion to approve the Treasurer’s Report for the month of February, 2008 subject to audit.  Council Member Tom Wilkinson seconded.  Unanimously approved.

 

Discussion/Action Items:

 

Mayor Oland introduced Boy Scout Joe Lehman who is working on his citizenship badge.

 

 

 

 

2008-2009 Budget:  The record will remain open until the April 1, 2008 regular Town Council Meeting.

 

DCPJ Holdings, LLC:    Mayor Oland reported that representatives from DCPJ Holdings, LLC appeared before the Board of Appeals on March 3, 2008 to present their Special Exception application for the construction of three, one-story storage buildings.  The Board of Appeals has scheduled a hearing for April 7, 2008  at 7:30 p.m. at the Town Hall.  If the Board of Appeals approves the application, then DCPJ will submit a Building Permit to the Mayor and Council.  Council Member Frank Bennett reviewed Mayor Oland’s April 19, 2005 letter to the applicant which required the following:

 

 

            Location of proposed buildings – to scale

            Location of present buildings and shed

            Egress and exit for proposed operation

            Location of existing public road and extension of pavement and sidewalk

            Location of existing septic field(s)

            One plan: 24” by 35”

            One plan: 8 ˝” x 11”

 

 

 

Mayor Oland also stated that a ten foot public utility easement adjacent to the sidewalk would be required.  He further noted that the extension of Maple Knoll Drive has been on the Master Plan for a number of years.

 

 

Lions Club Storage Facility:  Mayor Oland introduced Rick Manteuffel.  Mr. Manteuffel distributed a hand-out reflecting the Medical Equipment Storage Shed requirements.  Mr. Manteuffel will also meet with the Historic District Commission after formal approval from the Mayor and Council has been received to proceed.  The $14,000 cost to construct the shed would be borne primarily by the Laytonsville Lions Club.  The Lions Club is requesting permission from the Town to construct the shed on Town Hall property.  Council Member Tom Wilkinson discussed the future requirements of the Town Hall and proposed that the Laytonsville District Volunteer Fire Department might be approached.  Alternatives were discussed as well as heating and lighting requirements.

 

Mayor Oland recommended revisiting this request at the April 1, 2008 regular Town Council meeting.

 

Radar Speed Sign:  Mayor Oland reviewed information submitted by the Town of Mt. Airy  and they report they have three units and there have been no repairs in three months.

 

Chapter 31 – Montgomery County Parking Violations:     Mayor Oland asked the Council Members to review the packet they had been given.  The Town of Laytonsville can request that Montgomery County enforce parking violations.  The Ordinance will be introduced at the April 1, 2008 meeting.

 

 

Elections – May 5, 2008:  Mayor Oland announced that the Town Elections date is May 5, 2008 for the positions of two Council positions.  Election judges are proposed as:  Barbara White, Dorothy Tessier, Ruth Bennett, Michele Shortley and Esther Whipp.

 

Town Parade:  Mayor Oland announced that the Town Parade will be held on May 17, 2008.  The theme is “Laytonsville Salutes the Armed Forces.”

 

Work Session:  The Mayor and Council have cancelled the Work Session scheduled for March 18, 2008.

 

 

Action: 

 

Election Judges:  Council Member Tom Wilkinson made the motion to appoint Barbara White, Dorothy Tessier, Michele Shortley, Ruth Bennett and Esther Whipp as Election Judges for the term of one year.  Council Member Charles Bradsher seconded.  Unanimously approved.

 

 

 

Council:

Council  Member Charles Bradsher reported that he had spoken with the Library Director for Montgomery County regarding services for the Town and the Director indicated the County was reviewing a building site between the Town and Shady Grove.  A Committee is being formed.

 

Citizens:

Sheree Wenger reported that a street light was out on Maple Knoll.

Eric Wenger indicated he had reservations about the Town entering into an agreement with the Laytonsville Lions Club regarding the proposed storage shed.

 

Phyllis Sterling noted that there ware larger environmental controls that were not being considered.

Council Member Frank Bennett made the motion to adjourn at 8:45 p.m.  Council David Preusch seconded.  Unanimously approved.

ON THURSDAY, MAY 15, 2008 WASHINGTON SUBURBAN SANITARY COMMISSION WILL CONDUCT A COMMUNITY INFORMATIONAL MEETING AT THE LAYTONSVILLE VOLUNTEER FIRE DEPARTMENT REGARDING WATER SERVICE TO THE TOWN.  ADDITIONAL INFORMATION WILL FOLLOW.

 

 

THE WASHINGTON  POST WILL LIST WHEN THE TRANSFER STATION IS CLOSED.  THE TOWN’S CONTRACTOR WILL NOT PICK UP TRASH ON THOSE DAYS.
