Meeting
minutes of Town Council on February 5, 2008
As
reviewed, approved, and accepted by the Town Council on March 4, 2008
Mayor Oland called the regular Town Council meeting to
order at 7:30 p.m. The Mayor and
Council Members Frank Bennett, David Preusch and Charles Bradsher, were
present. Council Member Tom Wilkinson
was absent. The Clerk and Treasurer were
present. There were four citizens
present.
The
minutes of the regular Town Council Meeting on January 8, 2008 were approved as
submitted
Treasurer’s Report: Reviewing the Profit and Loss Report for the
month of December, 2007: total income
for the month of December was $8,734.00, which includes
Permits and Fees in the amount of $2,000.00; property tax in the amount
of $4,964.00. Major expenses for December, 2007 were $3,511.00 for waste collection; and $1,100.00 for snow removal;
and $1,396.00 for grounds maintenance . Total net income for the month of December, 2007 was $-2,152.00. Looking at the Balance Sheet for the month of
December, 2007, the fund balance for the general fund is $288,240.00; for the CIP account, the balance is $92,832..00
and the balance for the fixed assets fund is $383,938.00. The total fund
balance for the Town of Laytonsville for the month of December, 2007 is
$765,010.00.
Council Member Frank Bennett made the motion to
approve the Treasurer’s Report for the month of December, 2007 subject to
audit. Council Member Charles Bradsher
seconded. Unanimously approved.
Treasurer’s Report: Reviewing the Profit and Loss Report for the
month of January, 2008: total income
for the month of January was $19,158.00, which includes
Permits and Fees in the amount of $1,215.00; property tax in the amount
of $16,553.00. Major expenses for January, 2008 were $2,734.00 for waste collection; and $1,156.00 for snow removal;
and $2,700.00 for consultants and $2,535.00 for payroll expenses. Total net income for the month of January,
2008 was $7,586.00. Looking at the
Balance Sheet for the month of January, 2008, the fund balance for the general fund
is $296,587.00; for the
CIP account, the balance is $92,984.00 and the balance
for the fixed assets fund is $383,938.00. The total fund balance for the
Town of Laytonsville for the month of January, 2008 is $772,510.00.
Council Member David Preusch made the motion to
approve the Treasurer’s Report for the month of January, 2008 subject to
audit. Council Member Frank Bennett
seconded. Unanimously approved
Discussion/Action Items:
Elections – May 5, 2008: Mayor Oland
announced that the Town Elections date is May 5, 2008 for the positions of two
Council positions.
Town Parade: Mayor Oland
announced that the Town Parade will be held on May 17, 2008.
Claire Rosser –
Residential Permit: Claire Rosser submitted a New Residential
Home Construction Permit to build a primary residence on the Rosser
property. Mrs. Rosser submitted
elevation and plan drawings. Mayor
Oland requested a wall check before issuing the Town’s final building permit.
Lions Club Storage
Facility: Mayor Oland referred Lions Club member Rick Manteuffel to Greg
Stone for a quote for the proposed pad for the proposed Lions Club Storage
Facility on the Town Hall property.
Council Member Tom Wilkinson had submitted his disapproval of this
request. Mayor Oland reported that the
Town would lease the land space to the Lions for a nominal fee. Mayor Oland proposes that the Town pay for
the concrete pad.
WSSC Update: Mayor Oland
reported that a meeting with WSSC was held on January 23, 2008. Elevated Storage Tank/1.72MGD Water Pumping
Station should be ready for service in August, 2009. The Transmission Main, Recirculation Main and Distribution Main
should be completed by February, 2011.
The Proposed Roadway Easement on Route 124 Church of the Redeemer is
under discussion. A community-wide
meeting is tentatively scheduled for May 15, 2008. Cathy Buit has WSSC Water and Sewer House Service Location
Request forms and the fee schedules.
Residents can request the forms at the Town Hall.
2008-2009 Budget – Hearing
March 4, 2008: Mayor Oland reported that the 2008-2009
Budget hearing will be held before the regular Town Council meeting on March 4,
2008.
Radar Speed Sign: Mayor Oland
reviewed information submitted by the Town of Mt. Airy and All Traffic
Solutions regarding a radar speed sign.
The cost would be approximately $4,500.00. Further discussion will be held at the March regular Town Council
meeting.
Ricoh
MP 2000 Copier: Mayor Oland reviewed a proposal from Advance Business Systems
to replace the current Ricoh copier which is on a month-to-month lease after
the expiration of a five year lease contract. The proposal is for a Ricoh MP 2000 copier which includes
a 21 pages per minute; 50 sheet automatic document feeder; 2 cassettes;
reduction/enlargement feature; at the
same service and supplies inclusion as currently held. The current lease cost is $108.07 and the
proposed contract for a 60 month term is $88.28 plus 6% sales tax ($93.30).
Work Session: The Mayor and Council have cancelled the Work Session
scheduled for February 19, 2008.
Action:
Laytonsville Lions Club
Storage Facility Proposal:
Council Member Frank Bennett made the motion to approve
the cost of the installation of a concrete pad for the proposed Laytonsville
Lions Club Storage Facility in the 2008-2009 budget planning process not to
exceed $2,000.00. Council Member
Charles Bradsher seconded. Unanimously approved.
Claire Rosser Residential Permit: Council Member David Preusch made the motion
to approve the New Residential Home Construction Provisional Permit application
submitted by John and Claire Rosser for a primary residence to be built on the
Rosser property. Council Member Frank
Bennett seconded. Unanimously approved.
Ricoh MP 2000 Copier:
Mayor Oland made the motion to
approve the five year lease for the Ricoh MP 2000 copier for the Town
Hall. Council Member David Preusch
seconded. Unanimously approved.
Council:
Council Member Frank Bennett remarked on the papers
being distributed in the Town. An email

Citizens:
Eric Wenger discussed the testing being done at the
gas station at Brink and Sundown Roads.
Council Member Frank Bennett made the motion to
adjourn at 8:23 p.m. Council Charles Bradsher seconded. Unanimously
approved.
