Meeting minutes of Town Council on January 8, 2008              

As reviewed, approved, and accepted by the Town Council on February 5, 2008

 

 

Mayor Oland called the regular Town Council meeting to order at 7:30 p.m.  The Mayor and Council Members Frank Bennett, and Charles Bradsher, were present.  Council Members David Preusch and Tom Wilkinson were absent.   The Clerk was present.  There were five citizens present.

 

The minutes of the regular Town Council Meeting on December 4, 2007 were approved as submitted.  The minutes of the Public Hearing on November 4, 2007 were approved as submitted.  The minutes of the Special Meeting on December 12, 2007 were approved as submitted.  The minutes of the Work Session of December 18, 2007 were approved as submitted.

 

Treasurer’s Report:    Reviewing the Profit and Loss Report for the month of November, 2007: total income  for  the month of  November was  $49,321.00,  which  includes  income tax in the amount of $42,701.00; property tax in the amount of $4,434.00. Major expenses for November, 2007 were  $2,604.00 for waste collection; and $4,079.00 for  the removal of the oil tank and the installation of the gas furnace at the Town Hall.  Total net income for the month of November, 2007 was $33,518.00.  Looking at the Balance Sheet for the month of November, 2007, the fund balance for the general fund  is $291,775.00; for the CIP account, the balance is $91,265.00 and the balance for the fixed assets fund is $383,938.00.  The total fund balance for the Town of Laytonsville for the month of November, 2007 is $766,979.00. 

Council Member Frank Bennett made the motion to approve the Treasurer’s Report subject to audit.  Council Member Charles Bradsher seconded.  Unanimously approved.

 

 

 

 

 

Discussion/Action Items:

 

Close Record of Public Hearing – December 4, 2007 – Proposed Reclassification for property located at 21415 Laytonsville Road:    Council Member Frank Bennett made the motion to close the record of the Public Hearing held on December 4, 2007 to consider the proposed reclassification of 21415 Laytonsville Road.  Council Member Charles Bradsher seconded.  Unanimously approved.

 

Resolution to defer Decision for Reclassification application for the property located at 21415 Laytonsville Road:  Mayor Oland reported that a letter dated December11, 2007 was received withdrawing the reclassification application for the property located at 21415 Laytonsville Road.

 

Laytonsville Lions Club Storage Facility Proposal:  Mayor Oland introduced Dr. Rick Manteuffel from the Laytonsville Lions Club.  Dr. Manteuffel distributed a Power Point graphic reflecting the storage of medical equipment by the Lions Club.  Dr. Manteuffel indicated that a 200-250 square foot storage facility is required and asked if the Town would be interested in the joint construction of a facility to be located at the rear of the Town Hall parking lot.  Sheree Wenger, Chair of the Historic District Commission, invited Dr. Manteuffel to attend the HDC meeting on January 21, 2008.  On January 22, 2008, Dr. Manteuffel, Mayor Oland and Mrs. Wenger will meet to work on the proposal.

 

Goshen Enterprises, Inc. Landscape Maintenance – 2008 Proposal:  Mayor Oland reviewed the proposed contract:  mowing remains same cost; maintenance of Town Hall remains same cost; sidewalk edging has increased from $280.00 to $385.00 per visit; and the hourly rate for labor has increased by $5.00.

 

Elm Street Development/Rolling Ridge Subdivision Proposal to Transfer Deed for Parcel B:  Mayor Oland introduced Mike Bingley, Elm Street Development.  Mr. Bingley discussed deeding the pond on Parcel B, Block A in the Rolling Ridge subdivision to the Town.  Mayor Oland asked Elm Street to take care of the transfer tax.

 

Mr. Bingley noted that the trail surrounding the pond will be installed in the Spring. 

 

Mr. Bingley also discussed a temporary easement to be granted through Parcel B and across the proposed By Pass to access the remaining property owned by Elm Street Development.

 

Salute Military Golf Association:  Mayor Oland noted that the SMGA had written the Town a letter acknowledging the receipt of  $5, 185 donated from the proceeds of the Town picnic.

 

 

Work Session:  The Mayor and Council have cancelled the Work Session scheduled for January 15, 2008.

 

 

Action: 

 

Goshen Enterprises, Inc. Landscape Maintenance – 2008 Proposal:  Council Member Frank Bennett made the motion to approve the Goshen Enterprises, Inc. Landscape Maintenance – 2008 proposal.  Council Member Charles Bradsher seconded.  Unanimously approved.

 

Elm Street Development/Rolling Ridge Subdivision Proposal to Transfer Deed for Parcel B:  Council Member Frank Bennett made the motion to approve the Elm Street Development proposal to transfer the deed for Parcel B, Block A to the Town.  Council Member Charles Bradsher seconded.  Unanimously approved.

 

Laytonsville Lions Club Storage Facility Proposal: 

 

Council Member Charles Bradsher made the motion to proceed with the concept of the Laytonsville Lions Club to construct a storage facility on Town Hall property.  Council Member Frank Bennett seconded.  Unanimously approved.

Citizens:

Sheree Wenger reported that two lights were out on Maple Knoll Drive.

Dr. Rick Manteuffel asked about Boy Scout participation in any long-term plans for the new and proposed subdivisions.

Barbara White inquired as to the status of the Round-about at Warfield Road and Route 108.  Mayor Oland responded that the concept of the oval Round-about has been approved by the Mayor and Council.  Now it is up to the developer to obtain approval from the State.

 

 

 

 

 

Council Member Frank Bennett made the motion to adjourn at 8:25 p.m.  Council Charles Bradsher seconded.  Unanimously approved.
