Meeting minutes of Town Council
Meeting on November 7,
2006
As
reviewed, approved, and accepted by the Town Council on December 5, 2006
The regular meeting of the Mayor and Town Council was
called to order by Mayor Oland at 7:30 p.m. The Mayor, Council Members
Frank Bennett, Charles Bradsher and Tom Wilkinson were present. Council
Member David Preusch was absent. The
Clerk and the Treasurer were present.
The minutes of the regular Town Council Meeting on October
3, 2006 were approved as submitted.
Treasurer’s Report: Reviewing the Profit and Loss Report for the month of September,
2006, total income for the month of September, 2006 was $8,009.00. Major
expenses for September, 2006 were $ 950.00 for accounting services. $842.00 for
payroll; and; $2,568.00 for waste management. Total expenses for the month of
September, 2006 were $7,798.00 for a net income of $211.00. Looking at
the Balance Sheet for the month of
September, 2006, the fund balance for the general fund is $191,021.00;
for the CIP account, the balance is $69,501.00 and the balance for the fixed
assets fund is $384,904.00. The total assets for the Town of Laytonsville
for the month of September, 2006 are $645,426.00.
Reviewing the Profit and Loss Report for the
month of October, 2006, Real Property taxes in the amount of $47,088.00 were
received; total income for the month
of October, 2006 was $50,044.00.
Major expenses for October, 2006 were $ 2,03300 for ground maintenance; $2,614.00 for payroll; and; $2,568.00 for
waste management. Total expenses for the month of October, 2006 were $10,444.00
for a net income of $39,600.00. Looking at the Balance Sheet for the
month of October, 2006, the fund balance for the general fund is $227,846.00; for
the CIP account, the balance is $71,825.00 and the balance for the fixed assets
fund is $384,904.00. The total assets for the Town of Laytonsville for
the month of October, 2006 are $684,576.00.
Council Member Frank Bennett made the motion to accept
the Treasurer’s Report for the months of September and October as submitted,
subject to audit. Council Member Tom Wilkinson seconded. Unanimously approved.
The Treasurer distributed
copies of the Town’s audit as prepared by Lindsey & Associates. Copies are available through the Treasurer’s
office. Mrs. Wilkinson reviewed the
audit.
Discussion/Action Items:
Council Member Charles Bradsher: Mayor Oland
recognized Council Member (Major) Charles Bradsher upon his return from
Iraq. Mayor Oland reported that a
website: www.letssaythanks.com can
be accessed to send a card to military members still in Iraq.
Rolling Ridge Recordation: Mayor Oland
reported that the deed for the ByPass and the easement deed for the sidewalk at
the Laytonsville VFD are in the process of being recorded.
Local Government Insurance Trust Hazard Evaluation
Survey: A survey was conducted by LGIT on October 30, 2006. Items recommended: a personnel policy manual, a risk management committee,
electrical junction box identification tags, monitoring of the Town Hall
front porch and logs should be completed.
Text Amendment – Amend Section 115 of the Zoning
Ordinance Entitled “Extensions, Projections and Accessory Uses”: Mayor Oland
introduced a proposed ordinance to further define accessory uses drafted by
Counsel, Stanley D. Abrams. A public
hearing will be scheduled for December 5, 2006.
Text Amendment – Amend Section 104 of the Zoning
Ordinance Entitled “Definitions”: Mayor Oland introduced a proposed ordinance
to further define churches and religious institutions drafted by Counsel,
Stanley D. Abrams. A public hearing
will be scheduled for December 5, 2006.
Gulf Park Estates VFD: Mayor Oland
reported that $315.80 was collected at the Laytonsville Homecoming 2006 picnic
in donations and $5,670.00 was collected from the proceeds of the picnic to
send to the Gulf Park Estates VFD in Mississippi.
Stadler Agricultural Easement: Mayor Oland
introduced Pete Stadler. Mr. Stadler
reported that it is his suggestions that the Town receive an agricultural
preservation easement on agricultural-zoned property within the Stadler
Nurseries property. Jody Kline, Esq. is
reviewing the document language. The
preservation easement will be submitted to the Mayor and Council for
review. Mayor Oland reported that after
review, hearings will be scheduled.
Town Hall Pavilion: Mayor Oland distributed a
packet of proposed models for the planned Town Hall pavilion. Council should review the material for further
discussion at the regular meeting on December 5, 2006.
Verizon Digital Agreement: Mayor Oland
reported that Verizon and Montgomery County have been in discussion regarding
digital access. The agreement is being
reviewed by Stanley D. Abrams regarding the Town’s participation. The Mayor and Council can further review at
the December 5, 2006 regular meeting.
Laytonsville Homecoming 2006 Picnic: The wrap-up meeting was held on October 24,
2006 and suggestions were: additional
food; covered dishes; additional flags for dignitaries and additional lighting.
Laytonsville Logo Contest: A draft flyer
was distributed to the Mayor and Council for review. The logo contest will be held from February 1, 2007 through March
30, 2007 and is open to citizens and other residents within the broader
community of Laytonsville.
Town Hall Tree Lighting: On December
9, 2006 the Town Hall Tree Lighting event will be held at 4:30 p.m.
Work Session: The Work Session scheduled for December has
been cancelled.

Phyllis Sterling submitted information from the Fifth
District Police Department regarding new legislation for ATVs. Mayor Oland will review to determine if the
Town should institute similar guidelines or adopt Montgomery County’s guidelines.
Wayne Sterling questioned progress of water delivery
to the Town. Mayor Oland reported that
Montgomery County still has to lower the Town’s category from W6 to W3. The target date for the water tank for the
Town is 2008.
Council Member Frank Bennett made the motion to
adjourn at 8:35 p.m. Council Member Charles Bradsher seconded. Unanimously
approved.
