Meeting minutes of Town Council Meeting on June 6, 2006                     

As reviewed, approved, and accepted by the Town Council on August 1, 2006

 

 

The regular meeting of the Mayor and Town Council was called to order by Mayor Oland at 7:30 p.m.  The Mayor, Council Members Frank Bennett, David Preusch, David Halperin and Tom Wilkinson were present.  Council Members Charles Bradsher was absent.  The Clerk and the Treasurer were present.  There were 6 citizens present.

The minutes of the regular meeting of May 2, 2006 were reviewed.  The minutes were approved as submitted. 

Mayor Oland introduced Kris Bradsher.  Kris updated the meeting on Council Member Charles Bradsher’s service in Iraq.

Treasurer’s Report:  Reviewing the Profit and Loss Report for the month of May, 2006, major sources of income were $1,191.04 in interest income and $12,534.00 in income tax.  Total income for the month of May, 2006 was $16,131.00.  Major expenses for May, 2006 were $1,349.00 in legal fees;  $2,568.00 in waste collection; and $1,402.00 in ground maintenance.  Total expenses for the month of May, 2006 were $6,606.00; total net income is $12,738.00.  Looking at the Balance Sheet for the month of May 2006, the fund balance for the general fund is $191,900.00; for the CIP account, the balance is $61,350.00; and the balance for the fixed assets fund is $384,904.00.  The total assets for the Town of Laytonsville for the month of May, 2006 are $638.154.00.    Council Member Frank Bennett made the motion to accept the Treasurer’s Report as submitted, subject to audit.  Council Member Tom Wilkinson seconded.  Unanimously approved.

Discussion/Action Items:

Special Election Results:  The special election was held on May 15, 2006.  The results were:  Charles Bradsher – 24 votes; David Halperin – 16 votes.  Mayor Oland thanked Council Member David Halperin for his invaluable service to the Town.

Electricity Aggregation:  Mayor Oland reported that the Town participates with Montgomery County in the aggregation purchase of electricity for a fixed price for a period of two years. The Town signed a two year contract (at April prices) and will have a savings of $461.00 per year.

Rolling Ridge (Jones Farm) – Brink Road Improvements:  A meeting with the Montgomery County Department of Permitting Services was held on May 18, 2006 and Mayor Oland advised DPS that the Town’s Historic District Commission has final jurisdiction on the requested Brink Road improvements at the Rolling Ridge subdivision.

Jones Farm Property – Preliminary Plan Amendment Hearing, May 25, 2006:  A hearing was held by the Maryland National Capital Park & Planning Commission on May 25, 2006 for one additional five acre lot for the Jones Farm Property (outside the corporate limits of the Town of Laytonsville).

Compensation Resolution:  A Resolution was submitted for review to provide an 8% salary increase the current four Town employees for the fiscal year 2007.

Work Session:  The Mayor and Council will conduct a Work Session on June 20, 2006.

Sign Ordinance:  Mayor Oland reported that the Town attorney, Stanley D. Abrams, is currently reviewing the Town’s Sign Ordinance.

WSSC:  Mayor Oland reported that the Washington Suburban Sanitary Commission is currently reviewing the Town’s suggestions submitted with the proposed Water Storage Tank.   WSSC is not agreeable to widening Warfield Road.  However, the widening will be done by the subdivision developer.

District 5 Police Headquarters Meeting:  Mayor Oland attend the most recent District 5 meeting.  175 tickets have been issued in the Town from radar surveillance.

District 14 Delegate Anne Kaiser:  Mayor Oland introduced Delegate Anne Kaiser.  Ms. Kaiser reviewed the most current legislative session to include: teacher pensions; military retirement income; electric de-regulation; Olney Boys and Girls Club; Our House; Olney Theatre; financial aid programs and other items of interest.  Mayor Oland thanked Ms. Kaiser for attending.

Town Newsletter:  Mayor Oland reported that resident Nadine Tarwater as agreed to produce a Town newsletter to include a summary of the regular Town Council meeting minutes; announcements; events; birthdays; etc.

Town Pavilion:  Mayor Oland asked the Council Members  to submit their suggestions to Mrs. Buit.

NV Homes/Rolling Ridge:  The NV Homes sales trailer is currently being installed at the entrance to the Rolling Ridge subdivision.

Action Items:

Compensation  Resolution:  Council Member Tom Wilkinson made the motion to approve the proposed Compensation Resolution to increase the Town’s four employees' salary by a rate of 8%.  Council Member David Halperin seconded.  Unanimously approved.

 

Council:

Council Member Tom Wilkinson suggested that at the next Work Session (June 20) that the discussion would include a review of the Town Hall’s requirements relative to:  the grounds; a possible natural gas hook up; the pavilion, additional space requirements; water; septic fields, etc.  The Work Session on June 20 will be a planning session to discuss these items.

Citizens:

Joyce Hawkins, realtor, discussed the sale of the Techter property and reviewed the Special Exceptions for the property which is zoned RH.

Mayor Oland reported that the Town’s Land Plan requires a landowner to reside on the property and referred interested individuals to the Town’s Land Use Map and noted that commercial zoning was not available at this property.  Mayor Oland reported that the Mayor and Council cannot rezone property that is in conflict with the Master Land Plan.  Well and septic issues were discussed. 

Council Member Tom Wilkinson made the motion to adjourn at 8:55 p.m.  Council Member Dave Halperin seconded.  Unanimously approved.

LAYTONSVILLE’S HOMECOMING 2006
