Thomas Wilkinson was installed as the newest Laytonsville Council Member by Mayor Charles T. White.
The regular meeting of the Laytonsville Town Council was called to order by Mayor Charles T. White on August 6, 2002 at 7:30 p.m. in the Laytonsville Town Hall. Council members Bennett, Bradsher and Wilkinson were also in attendance. There were five citizens present, a representative from The Gazette newspaper and an Outreach Coordinator from the Upcounty Regional Services Center for Montgomery County. The Clerk and Treasurer were also present.
The minutes of July 2, 2002 were approved. Reports:
Treasurer: The Profit & Loss Statement for the month of July, 2002 was reviewed. A Special Budget Hearing
to amend the 2002-2003 Budget will be held at the next Town Council Meeting on September 3,
2002.
Councilman Frank Bennett made the motion that the
Treasurer's Report be accepted as presented,
subject to audit. Councilman Wilkinson
seconded the motion. Motion approved.
Mayor: The Mayor introduced Luis G.
Martinez, the Outreach Coordinator for Montgomery County. Mr.
Martinez is located at the Upcounty Regional Services Center, 12900 Middlebrook
Rd., Suite 1000,
in Germantown, MD. Mr. Martinez indicated he would be available as liaison for
the town in any
governmental, developmental or service-related requests.
At the request of the Town, "No Stopping Any Time" signs have been installed along the segment of MD 108 between the two entrances to the Layton's Village Shopping Center.
A light pole at Maple Knoll Drive had slight damage and Pepco has been notified.
The Washington Gas Light Company sent representatives to study the sidewalk settlement problem at the point of the gas line.
The "Welcome To Laytonsville" signs are not yet installed. Councilman Wilkinson will pursue this project.
The Town Hall has been utilized by various clubs. The Lions Club Board of Directors has requested that their monthly Board meetings (on the first Thursday of every month) be held at the Town Hall. The Mayor requested that Councilman Wilkinson be the Chair of a Committee to make recommendations regarding fees, donations and guidelines for use of the Town Hall and the Town Hall grounds. Councilman Bradsher will assist.

Council: Councilman Wilkinson reported
that he has been in contact with Maryland Park & Planning
relative to their "Open Space Program".
Clerk: The Town Hall computer has
been installed and a web site and an email address for the Town will
be forthcoming.
Citizens: Pete Stadler reported that in
1984, Stadler Nursery was annexed into the Town of Laytonsville. As
a part of that agreement, within a period of twenty years, the Stadlers could
request a one acre re-
zoning approval.
Willard Oland presented items which he felt needed further consideration for the betterment of the Town.
Unfinished Business:
The Laytonsville Historical Center, Inc. will move into the Town Hall on August 7, 2002.

New Business: |
WSSC Letter: A letter dated July 16, 2002 regarding WSSC’s completion of a preliminary review of the proposed service of water service to the Town was reviewed. It was agreed that the citizens of Laytonsville should be encouraged to study this proposed service.
The property insurance premium from the Local Government Insurance Trust Fund was discussed. An increase in rates was noted due to events of the past year.
Councilman Wilkinson moved that the firm of Lindsay and Salita be approved as auditors for the Town for one year. Councilman Bennett seconded. Motion approved to appoint the firm of Lindsay and Salita as auditors for a period of one year.
The meeting was then adjourned at 9:00 p.m. on a motion by Councilman Bennett. Motion was seconded and carried unanimously.
