Charles Bradsher was installed as the newest Laytonsville Council Member by Mayor Charles T. White.

The Mayor called to order a Special Budget Hearing to discuss the Sunset Street Paving project. The amount of $17,500.00 has been appropriated for this project. Councilman Frank Bennett met with Jim Ruff to discuss the individual expenses associated with this project. The Mayor recommended that more time be set aside to collect this additional information.

The regular meeting of the Laytonsville Town Council was called to order by Mayor Charles T. White on July 2, 2002 at 7:30 p.m. in the Laytonsville Town Hall. Council members Bennett, Preusch and Bradsher were also in attendance. There were seven citizens present, sad a representative from the Montgomery Village Care & Rehabilitation center. The Clerk was also present.

The minutes of June 4, 2002 were approved.

Mayor:


The Mayor will meet with representatives of the Washington Gas Light Company to obtain an update on the sidewalk settlement problem at &e point of the gas line.

The Mayor introduced Marc Gcldstein-Smith from the SunBridge - Montgomery Village Care & Rehabilitation organization. Mr. Goldstein-Smith Is the Administrator of the 170-bed rehabilitative facility located at 19301 Watkins Mill Road in Montgomery Village - not far from the Town of Laytonsville. Mr. Goldstein-Smith offered his services regarding rehabilitative needs as well as Medicaid/Medicare questions. He may be reached at (301) 527-2500.

There are six trash bins and approximately 10 recycling bins available for citizens upon request. Mail boxes for Council Members have been installed at the Town Hall.  A Town Hall/Town Hall grounds calendar will be maintained to schedule meetings and events. Please contact the Clerk for scheduling. A Town Hall Guest Book and a Town Hall Scrapbook have been purchased. A Laytonsville Newcomer Packet will be prepared for new citizens.


 


Citizens:                   Phyllis Sterling inquired about the roadway at Layton Village Shopping Center and also the increased signage. The Mayor will investigate again.

Unfinished Business:

Wenger Special Exception: The Mayor made a motion that the Special Exception for Eric and Sheree Wenger residing at 67 1 5 Maple Knoll Drive be renewed and the Special Exception to operate a lawn and landscaping business continue as Song as the Wengers own and personally reside at this property address. The motion was seconded by Dave Preusch and approved.

Techter Letter: Merritt Techter reported to the Town in a letter dated May 3, 2002 that he is reopening the Griffith House Antiques in the same building and operating under the same Special Exception. The Mayor will acknowledge Mr. Techter's letter.

 


New Business:


 

Town Hall Signs: An "Open" sign will be displayed on the Town Hall sign during Town Hall business hours. A second oval sign for the Town Hall parking lot will be installed. The "Welcome to Laytonsville" signs will be installed by July 14, 2002.

Climate Technologies, Inc. - James F. Guenterberg: A letter was received from Mr. Guenterberg dated July 1, 2002 stating that have been no changes in design, construction, equipment or use of the Climate Technologies, Inc. property located at 21516 Laytonsville Road. Councilman Bennett made a motion to continue the Special Exception for Climate Technologies. The motion was seconded sad approved.

Town Hall Update: A general discussion regarding the Town Hall, the water storage tank and the status of the outbuildings was held.

The purchase of a new desk and computer for the Town Hall was discussed. A motion was made by Councilman Bennett to purchase a new computer, monitor and software for the Town Hall not to exceed $1,500.00. The motion was seconded and approved.

The unacceptable condition of the paint on the Town Hall front porch was discussed. The original contractor reported that the problem with the peeling paint was the result of moisture. An estimate of $700.00 was received.

Dave Preusch inquired if the insurance representative had visited the Town Hall. The representative did inspect the Town Hall and full coverage is currently in place.

Tree Ordinance: Eric Wenger reported that a request had been received to remove several trees. Mayor White will meet with Mr. Wenger.

The meeting was then adjourned at 9:00 p.m. on a motion by Councilman Bennett. Motion was seconded and carried unanimously.
