Town Council Members


The Town Council is elected by the voters for two year terms. Elections are held in May of each year with two council seats elected one year and three seats elected the following year.

Mayor and Town Council Member  Backgrounds 

Mayor James A. Ruspi and his wife, Jill,  have been residents of Laytonsville since 1979. However, since 1965 they have lived in other nearby areas in Montgomery County. His four children attended Laytonsville Elementary School before going to Gaithersburg High School. After graduating from Penn State University with a BS in Electrical Engineering, Jim started working for the USDA where he worked for 37 years.  He retired in 2003 after working as a Program Manager for over 7 years. Jim is active in church and is a Past President of the Laytonsville Lions Club. He also served for 5 years on the Laytonsville Zoning Board of Appeals.  His hobby is gardening and  spending much of his time interacting with his 9 grandchildren, all of whom live nearby.

Charles Bradsher has been a resident of Laytonsville since 1999 and has served as a Council Member since 2002. Charles works at the Pentagon for the Department of Defense and also serves as a Lieutenant Colonel in the Army National Guard. Charles is a member of the St. Paul's United Methodist Church. He volunteers for the Boy Scouts of America as a Cub Scout Den Leader. Charles and his wife Kris have two sons, Chip and Bennett.

Tom Burke grew up in Laytonsville and returned to his childhood home in May of 2012. Prior to moving back to his family home and retiring, Tom spent most of his working career traveling widely throughout  the United States and Canada, working for an American manufacturer of computer peripheral devices. He and his wife, Mary, have two children, a son who lives in Portland, OR., and a daughter and grandson living in South Riding, VA. Tom and Mary spend a lot of time working on their home and gardening. Tom cares for a couple of classic British sports cars and he does carpentry and woodworking as well. Recently, he enjoyed using his woodworking skills to restore the "Town Sign" installed at the traffic circle. Tom sees Laytonsville as a unique combination of old and new where everyone can enjoy the charm and the comfort of living in a country setting.

Amy Koval, our newest Council member, has been a resident of  Laytonsville since August of 2017. She and her husband Tom, live in Laytonsville Preserve..  They have 3 children and 3 grandchildren. Amy is a physical therapist and has worked for the Montgomery County Public Schools since 1993. Amy is looking forward to serving on the council during this period of growth for the community.

David Preusch has been a Laytonsville resident for 30 years where he and his wife Sherry raised 2 daughters.  He is a Maryland licensed professional civil engineer with a background in water resources and stormwater management.  He was a past Town Council Member from 1995-2017.
