CITIZENS ADVISORY BOARD COMMITTEE
MEMBERSHIP MEETING
JULY 29, 2003
The meeting was opened at 7:30 p.m. by Mayor Charles W. Oland. Pete Stadler, Tom Wilkinson, Merritt Techter, Rev. Margaret C.F. Pollock, Eric Wenger, Leah Cecere, Francis Hewitt and David Preusch were in attendance. Brendan Deyo joined the meeting later. Virginia Eckenrode, Roy Barber and Kimberly Tucker were absent. Stan Benning, Land Planner for the Town and Cathryn Buit, the Clerk were also present. There was one resident in attendance.
Mayor Oland reported that this Committee is composed of a diverse population who have all expressed an interest in serving the Town of Laytonsville. It was Mayor Oland’s recommendation that the body split into two groups and each have a group leader.
The Citizens Advisory Committee is advisory in nature. Their mission is to review the present Comprehensive Plan, make suggestions, adjust and/or revise the plan or develop a new plan. The timeframe for this effort should be one year.
Mayor Oland reported to the members that the following are important aspects to be covered:
Elect Chairman, Vice Chairman and
Secretary
Establish meeting
The Committee is governed by the Open
Meeting Act
The Secretary position is very
important and the meeting has to record minutes and the meetings have to be
taped.
Eric Wenger volunteered to serve as Temporary Chairman.
Tom Wilkinson will speak to Virginia Eckenrode regarding the position of Secretary.
At the next meeting, procedures and rules should be established. Roberts Rules of Order is the guideline.
Stan Benning is the Land Planner for the Town. In this capacity, Mr. Benning is available to the Committee for guidance.
Mayor Oland recommended that the Advisory Committee study the Gas Station on Route 108 and Sundown Road.
Mayor Oland reviewed the Land Use Map. The Route 108 By-Pass was discussed.
Mayor Oland distributed information as follows: A helpful website: www.mdp.state.md.us/mgs/mg20.PDF as well as www.mdp.state.md.us/index/html as suggested by Ms. Eckenrode; a letter from Maryland Department of Planning dated July 10, 2003; and the present 1989 Comprehensive Plan.
The Advisory Committee selected the second Tuesday of every month at 7:30 p.m. in the Town Hall as their regularly-scheduled meeting date. The next meeting will be August 12, 2003 at 7:30 p.m.
The meeting was adjourned at 8:25 p.m.
