CITIZENS ADVISORY BOARD

JUNE 10, 2008

 

The meeting opened at 7:39pm.  In attendance are Eric Wenger, Peter Stadler, David Pruesch and Brendon Deyo.

 

The minutes from the May meeting were read and approved.

 

It was recommended that the Washington Grove comprehensive plan be used as a model for the Town of Laytonsville plan in order to organize the structure and be in compliance with 66B.

 

In preparing the Land Use and Municipal Growth elements these sections should be put in terms of what the community needs.

 

Parcel A (at the north edge of town) should be considered for open space preservation. 

 

It will be important to provide an analysis of what the town currently has, what do we need ,and what do we want to achieve. Any further workforce housing will be limited by our environment and septic controls.  The current workforce housing we do have needs to be preserved.  The element should read as Mr. Deyo said at the time of the meeting. 

 

Recommend public transportation options and improve sidewalk and pedestrian traffic.

Current needs are met, but as business grows then further investigation will be necessary.

 

Update the tree ordinance.

 

The Miller property should be included in any future consideration for meeting our goals as a walkable community.  This area has been identified as a congregation area.

 

Those elements that do not apply to the Town, it will be stated that it does not apply.

 

The Sally Rogers Farm should be included in any future annexation consideration.  This property currently has a preservation easement on the property.  It is possible that easement will expire with in the next 5 years.

 

The Historic District Commission will review the elements pertaining to Historic Preservation and submit corrections and recommendations.  Current status of the district will be outlined and goals for future preservation will be included.

 

It is recommended that the the CAB members review the Zoning Ordinance and prepare recommendations for changes to the permissible and special exception uses and submit that to the Mayor and Council as soon as possible.

 

NOTE: The minutes from this meeting were drafted from my notes and on audio disc.  Due to a storm on that evening Disc 1 was damaged and the audio could not be recovered.
