Citizens Advisory Committee

Minutes April 8, 2008

 

 

The meeting opened at 7:35 pm.  In attendance are Brendon Deyo, Stan Benning and Eric Wenger. The minutes from the March meeting were approved as corrected.

 

Discussion regarding the special exception proposal submitted by DCPJ Holdings LLC to the Board of Appeals was reviewed.  The CAB members should review permitted and special exception uses and make recommendations on modifications to the current list. The uses should focus on low density commercial.

 

Eric Wenger discussed the presentation Mr. & Mrs. Buffington gave to the Mayor and Council regarding the possibility of annexation into the Town of Laytonsville. Further study would need to be done on how the property would be accessed via a direct Town route. They would need to present a reasonable benefit to the town in order to be annexed.  A suggestion was made that the Buffingtons may wish to poll their neighbors about being included in an annexation, therefore adjoining the town from Warfield Rd.  It should be included as a site of possible annexation for future consideration.

 

The roundabouts envisioned for Warfield, Rt 108 and Brink as well as Brink at the future by-pass are to be included in the Comprehensive Plan.  Mr. Benning suggested that a future round-about may be of consideration at the north end of 108 near the town limits to transition traffic coming into town.  The plan should state the maximum expansion possible (even if never realized) in order to satisfy the requirements of 66B.

 

Mr. Deyo has been working on reordering the electronic copy of the plan and will forward a copy to Eric upon completion.

 

The current maps, (zoning, land use, etc) should be standardized for more flexible use and in the form that the state and county are using.  The county only accepts maps in certain formats.  A call will be made to Cathy Buit seeking to find out if MNCPPC has our maps and what format are they in. The state is looking to have all the maps in GIS form. Once the maps are produced in GIS form, our water resources element can be written by the state.

 

Mr. Benning asked about the work force housing element.  Mr. Wenger responded that Mr. Stadler has this information prepared to include in the plan.

 

The next meeting is scheduled for May 13, 2008.
