minutes of Citizens Advisory Board Meeting on December 9, 2003

6TH MEETING
The meeting was called to order. The five members present were Leah Cecere,
Francis Hewitt, Pete Stadler, Eric Wenger, and Tom Wilkinson. Merritt Techter has resigned. Mayor Willard Oland was also present. The minutes from the November 11, 2003
meeting were approved as written.
Hand-outs from this meeting included:
Pete presented a copy of facts about Laytonsville,
including census, land use, and living units in town. Eric reported that he had presented a letter and document at the
Town Work Session on Nov. 18 regarding the clear need for traffic alleviation
and also the request that the Town explore architectural guidelines. These documents have been forwarded to the
Town Lawyer for review.
Route 108
By-Pass
Eric reported that the Town Council decided at their
Dec. 2 meeting that they will focus on the proposed By-Pass Option A, because
it is the only one within the town limits.
A lively and lengthy discussion followed about the by-pass. Apparently the option being favored now is
to have an 80 ft easement, the amount needed for a 2-lane by-pass; the possibility
was suggested that there be two one-way roads, one the current Route 108 and
the other the new road. The committee
reaffirmed the conclusions from previous meetings, that there is a need for
traffic alleviation, that there is a need to set aside land now to preserve the
option of a by-pass in the future, that there is a wish to have a by-pass as
far from the center of town as possible, and that Option A is the only one
where we have all the say, and that it is important to have something to
negotiate with John Clarke should Options B or C end up being preferred.
Willard commented that John Clarke has been invited to
the Town Council Work Session on Jan. 20 (see his Memo and Letter). He also commented that last summer, he wrote
to the County Traffic Commission requesting a split light with a left turn
signal at Route 108 and Brink / Sundown Roads.
Should they decide to consider it as something they need to equalize the
traffic on the two roads, the first thing they will do is a vehicle count. He also suggested that the committee
consider the 3 acre property on Sundown Road across from the end of Mobley Farm
Drive in their planning. Willard
requested that we have something to put on the table at the Jan. 20 Work
Session Meeting. To that end, Eric
proposed that at our next meeting, when there will hopefully be more members in
attendance, we take a vote as to which By-Pass Option this Committee favors.
Our next meeting will be on Tuesday, January 13,
2004. The meeting adjourned at 8:45
pm.
