Meeting minutes of Citizens Advisory Board Meeting on November 11, 2003

5TH MEETING

 

The meeting was called to order at 7:35 pm.  Dubby Barber, Gina Eckenrode, Francis Hewitt, Margaret Pollock, Dave Preusch, Pete Stadler, Kim Tucker, Eric Wenger, and Tom Wilkinson were present; Leah Cecere, Brendan Deyo, and Merritt Techter were absent.  Kim moved that the Minutes of the 4th Meeting on October 14, 2003 be accepted with the change of the date of the next meeting to be November 11, 2003, Dubby seconded, and the minutes were adopted unanimously.

There was a short report from Tom and David regarding the Town Council Meeting on Nov. 4.  Not much that was discussed there is of importance to the work of this committee.

 

Eric admonished our committee that we have a set job to do: review the comprehensive plan and make recommendations to the Town Council.  It is not our job to be negotiating outside the committee, rather to be collecting information.  In the interests of getting through the plan in a timely manner, i.e. by August 2004, we need to get moving.  Copies of Chapter 3 from the MDP Six-Year Review were passed out as a guide.  We also need to subdivide into smaller groups to accomplish specific tasks.  Pete took on himself to collect information from the latest census.

 

Route 108 By-Pass

The By-Pass was again discussed.  Dave presented a newer version of his map detailing Options A, B, and C.  In summary, we have control only of what is inside the Town limits, and only what is inside the Town is eligible for state funding.  However, it seems that the committee favors options that include a portion outside the Town in the Jones Property.  It is important at this stage to be sure that land is set aside for a by-pass, and to that end, we need to talk with John Clarke of Elm Street Developers.

Town Vision

There was much discussion of a vision, as spelled out by Margaret in 3 paragraphs; Kim added a fourth.  The committee was favorably impressed by Margaret’s words, and feel that it is a good document to move from.  Margaret has also located some resources regarding zoning ordinances in small towns, which will be copied and made available to committee members at Town Hall or at our next meeting.  In the interests of getting things moving, Margaret has written a paragraph to be presented to the Town Council regarding new construction adhering to “Traditional Neighborhood Development.”  We decided that Eric will present them at the Work Session next week, on Nov. 18. 

 

The general feeling is that we are working towards articulating a town vision which incorporates both agricultural and traditional neighborhood development with a variety of different housing styles which fit into the vernacular of the present town.  We need to talk about Margaret’s materials at our Dec. meeting, so that we can present something more specific at the Town Council Meeting in Jan.

 

Our next meeting will be on Tuesday, December 9, 2003.  The meeting was adjourned at 9:05 pm.
